Heroku problems with scraper app

I recently received an email from Heroku which says the app has exceeded its allocated storage allowance. I am a bit unsure as to why because i followed the instructions to stop this happening. Can you offer any advice on this? Thanks!

Heroku will send you email notifications when your app's database size exceeds (or is on the verge of exceeding) the 10,000 row limit in their free tier. If your app's database exceeds 10,000 rows continuously for seven days straight, then you won't be allowed to add additional rows anymore.

In the Craigslist Scraper course, we set our rake task to empty our database every 6 hours to prevent our database from getting too large, but it will still fluctuate depending on how many apartment listings are posted to the Craigslist site. You can safely ignore/delete the Heroku emails, but unfortunately there isn't a way to disable the notifications - this is the downside of using Heroku's free database service.

There are really three options for where to go from here:
1) Ignore or delete the Heroku notification emails
2) Pay to upgrade your Heroku database plan
3) Reduce your 6-hour rake task frequency (or disable the collecting of new posts altogether)
