Starting the Rails 4 Server

I noticed that the server may not be running. I typed "rails s", but localhost:3000 is not responding. The command lines also say "DL is deprecated, please use Fiddle."

Should I type in cd yelpdemo in one command line window, then "rails s" in a different command line window to navigate to the app directory so that the rails server will run?

Does anyone know how to get the rails server to work? It was working, but it stopped working after I restarted my computer because of a Heroku download. I typed in "rails s" and "rails server", but it will not connect to localhost: 3000.
After I typing in "rails s", it shows:
DL is deprecated
Usage: rails new APP_PATH [options] etc.
runtime options,
rails options
.railsrc information
and a rails new ~/Code/Ruby/Ruby/weblog example, and then it shows the command line prompt as if it is waiting for another command. I just want the server to run.

Please assist me, so that I can move forward with the course.

The problem is that you haven't navigated to your app's directory yet. Make sure you 'cd' into the folder first!
